What are vouchers?  Vouchers are simply a paper form that documents when and how long respite took place and who provided the respite. 

How the program works:

Once someone is qualified for the respite program, the caregiver will receive a voucher telling them the amount of funds they will receive for the quarter.  Caregivers may use their funds all at once or in increments over the approved quarter. Caregivers may choose anyone they wish to provide respite and may require training such as CPR or basic first-aid if they so choose but the level of training is at the discretion of the caregiver. The provider must be over age 18 and not living in the home with the care recipient. When respite service is completed, the provider signs the voucher to indicate the date and time respite was received. The caregiver sends the signed voucher back to Alabama Respite, who will write a check to pay for the service, up to $10 per hour. The caregiver may choose to pay the provider out of pocket and submit the signed voucher to reimburse themselves. Alternatively, the respite provider may agree to wait until the voucher has been submitted to Alabama Respite and a check has been sent before receiving payment for providing respite.

Voucher Programs and Guidelines

  1. Department of Mental Health (DMH): Individuals caring for someone with an Intellectual Disability (IQ below 70, must show proof of ID); children and adult qualify; can NOT be receiving respite services through any other program.
  2. Department of Child Abuse and Neglect Prevention (HEARTS): Individuals caring for a child (0-19) with any developmental delay (proof required); should not be receiving respite services through any other program. See list below to apply for the HEARTS respite voucher in your area.
  3. Education: A family caregiver (80+ hours a week unpaid) who is providing assistance with activities of daily living (bathing, feeding, and dressing) that attends a 2 hour workshop that AL Respite speaks at; any diagnosis that requires care qualifies.   4. Christopher Reeve’s: Individuals caring for someone of any age living with paralysis caused by spinal cord and other injuries, diseases or birth conditions, including (but not limited to) stroke, spina bifida, multiple sclerosis, cerebral palsy and amyotrophic lateral sclerosis (ALS).
  5. Emergency: Individuals caring for someone of any age with any diagnosis that requires around the clock care (80+ hours a week unpaid); this program is if the care GIVER has to be hospitalized, becomes ill, has to go out of town for a funeral, go to long standing doctor’s appointment, etc. (situations that leave the care RECIPIENT home alone without proper care).   6. Universal: Individuals caring for someone of any age with any diagnosis (Cancer, COPD, Mental Illness, Stroke, etc.) that requires around the clock care (80+ hours a week unpaid).

 

HEARTS Voucher Respite Programs

The United Cerebral Palsy (UCP) HEARTS Program, funded by a grant from the Department of Child Abuse and Neglect Prevention (The Children’s Trust Fund), offers respite reimbursement funding for caregivers of children who have disabilities birth - 19 years old.
